If this bipartisan bill passes and the government does buy foreclosures...?

If this bipartisan bill passes and the government does buy foreclosures...? is it possible that foreclosures under contract can be pulled back? What I mean to ask is how soon after this bill passes if it passes, will they start buying up foreclosures?

1. It's all crap. Thousands of people have defaulted on their mortgages and are now looking to keep their houses for free? I think THAT's the problem here!!!!!
